SUITABILITY: Although Neuvillette is technically a dragon, he's been reborn in a human(-esque) body and is definitely mentally and physically 15+. He's been in this body for the last 500 years.
ABILITIES:
- hydrokinesis: he can create and manipulate water, this is usually in blasts of water but it could also be in waves or bubbles of water. he can also manipulate existing water, literally moving gallons of it.
- hydroempathy: by touching water, he can feel the emotions of others touching the same water source. so, if it's raining, he can feel the emotions of those around him. likewise, touching sweat/tears/other liquids would also let him feel the emotions of the person the liquid is also touching (I'm happy to adjust this to be less intrusive and require him to have some kind of permission to do this)
- crying rain: this is less of a power or ability and more something that just kind of happens because he's a hydro dragon. Neuvillette cannot cry, instead, when he feels sadness, he makes it rain in his vicinity. the rain shower occurs suddenly, even if there were no clouds before, and encompasses an area of about 100 ft radius from Neuvillette. the rain occurs as if it were a regular rain shower and has to form in the sky or somewhere where weather can naturally occur - it never forms inside of buildings or in caves for example.
- keen hearing: Neuvillette's hearing is shown to be better than humans, being able to hear whispers from across a room that humans can't
- legalese: neuvillette is the chief justice of fontaine. he's used to courtroom procedures and the legal process
VICES:
Expressionless: Neuvillette is ultimately a dragon stuck in a human body. Despite having 500 years to adjust to this, he still has a lot of inhuman tendencies. Although Neuvillette cares deeply for people, expressing himself and his emotions is still something very alien to him. Neuvillette tends to be reserved and polite but comes off as aloof and sometimes cold and blunt. Because his sentiments seem to lack obvious emotion, they tend to be interpreted as hollow and cold. Another character even calls him out for this, saying that she believes he's faking his feelings and only offering pretty words to try to placate her. These misunderstandings are frustrating for him as he expects people to take his words as the truth and he does feel deeply about these things, he's just unable to express himself.
Workoholic Neuvillette is well known throughout all of Fontaine as someone who works long hours and presides over every trial without fail. The Chief Justice lives his job, going so far as to keep others at arm's length in order to ensure that, if they ever end up in court, he can give a fair judgment. Neuvillette's desk is stacked high with case files and, despite presiding over every trial, he also personally researches cases that he takes a personal interest in.
Lawful: In Teyvat, every dragon seems obsessed with their own unique principle or concept. Another dragon, for example, is fixated on contracts. Anyone who breaks a contract will pay the price. Neuvillette is focused on the law being upheld and justice being served in accordance with the law. This may sound like a positive trait, but he's a quintessential representation of lawful neutral. Regardless of the circumstances that drove a person to commit a crime, if somebody breaks the law and is found guilty then they must be punished according to the law. Neuvillette has felt great sadness and regret when having to fulfill his duty as judge, but he never lets his personal feelings interfere. More than just upholding the law, Neuvillette follows the law to a 't', even when he personally disagrees with them or disagrees with the powers who created the law.
VIRTUES:
Confident: Maybe it's because Neuvillette is a dragon and things like shame and self-consciousness are very human emotions, but he carries himself with the confidence of someone who truly doesn't care what others think of him. The player actually hears many ridiculous rumors about Neuvillette, who not only doesn't care about the rumors themselves, but he cares so little that he doesn't even bother denying them. When the player guesses that Neuvillette is the Hydro Dragon, he doesn't try to deny it, simply confirming that they've guessed correctly. He presides over trials with complete authority and self-assuredness. The one area where he isn't confident is in his humanity; doubting his place and sense of belonging in a society of humans.
Empathetic: Understanding human emotions doesn't come naturally to Neuvillette but he desperately wants to understand others and himself. On his own admission, he spends hours simply going over interactions with people, trying to decipher how he felt and how he thought the other person felt and why, dissecting social situations to better understand them. He truly cares deeply for others, confessing how much some trial verdicts have affected him. In game, many characters also comment on the strange, sudden rain showers after impactful trials, which the player learns is actually how Neuvillette cries. The player is also there to witness Neuvillete telling the daughter of someone who was convicted that he still thinks about the case to this day, some ten to fifteen years later. It's revealed that many events from as long ago as five hundred years when he first arrived in Fontaine, still weigh heavily on his conscience even though he couldn't have really done anything in these situations.
Protective: At the beginning of his story, Neuvillette, though not technically responsible for the well-being of the populous of Fontaine, seems to take their protection personally. He introduced a non-human species to Fontaine called Melusines and he deals personally with any case where a Melusine is threatened. He goes out of his way and puts himself in harm's way a multitude of times to protect those he cares about and Fontaine's population at large, considering it his duty. He may not be able to express how much he cares but his actions speak volumes and earn him the love and respect of the people of Fontaine.

I also often find it difficult to relate to humans. They are very complex but their life experiences are quite short. Recently, however, I have made more of an effort to interact with humans and I am beginning to discover how much the human world has to offer.
